Democratic Party of Lane County Central Committee (CC) Meeting Minutes September 15, 2005; 6:03 – 7:45 p.m. Eugene Water and Electric Board – Training Room Eugene, Oregon

Val Hoyle, Chair, opened the meeting and announced that this meeting is being audiotaped. Val summarized the activities of the DPLC this summer. The DPLC met in Florence, Oregon, in August. House District (HD) 14 met, and the DPLC booth was staffed at the Leaburg Festival. We staffed the Lane County Fair for eight days and the DPLC Day at the Oregon State Fair on September 4. Cj Mann organized the Chili Feed; and HD 14’s chili, which was cooked by Pete Sorenson’s crew, came in second. The Springfield district’s chili took first place for two years in a row. Over $800 was raised at the Chili Feed. Val introduced Kristen Dunder, our new membership volunteer coordinator, who will be helping John Cummins. We found an Assistant Treasurer and hired a bookkeeper. As we carry out our plan to sign up 12,500 ‘Card Carrying Democrats,’ we must be certain that our finances are managed efficiently and accurately. Development of a business plan is next. Announcements/Affirmations· Tina Batori introduced her Democratic Dog with a red, white, and blue costume. · Brooke Robertshaw announced that Campaign Finance petitions are available to sign. Polls show that 76% of Oregonians support campaign finance reform. Parliamentary minute. James Mattaice instructed us that during debate, you are to address the Chair (but do not directly address members of the body). James reminded us that when a motion is made, a second is needed, and then debate ensues with pro and con comments alternating. In order to call the question to end debate, the Chair must recognize you, and a second is needed. Then, there is a vote as to whether debate will end. If that carries, a vote is made on the original motion. If the vote is unclear, a call for a division of the house may be requested to get an accurate count. Committee reports Campaign Services. Sara Chieffo reported that the committee is reviewing and revising endorsement procedures. She stated that most counties do not endorse during the primary election. The committee meets the first Thursday of each month, and anyone can attend. Jared Mason-Gere announced that James Mattaice was the presenter at the Eugene City Club recently. Speaker of the House Karen Minnis will be speaking on October 21. Jared mentioned a few of the interesting races at this time. Vicki Walker is exploring a candidacy for the governor’s seat; Republican Jim Torrey announced a run for Senate District #7; Sen. Morrisette plans to run again in Springfield; and Rich Cunningham has announced for HD 14 Representative position. Jared announced that Sara Wallenius was appointed to the Health Advisory Committee. The Bus Project conducted a listening tour of HD 14, and education and health care were top priorities. Organization. John Cummins announced a new PCP candidate Kristen Dunder. Pat Reilly nominated Kristen Dunder as a PCP, and Betsy Steffensen seconded the nomination. John stated that Kristen would be our new volunteer coordinator. Tonya Spears and Gail Weber were nominated at the July CC meeting, and Ellen Klaastad made a motion that they be appointed. John Cuff seconded the motion, which carried. Tonya will be helping Kristen by learning what the interests of PCPs are and connecting them with appropriate committees. Anyone else wanting to assist with this effort will be welcomed. Procedures for protecting the privacy of PCP information and allow for appropriate uses are in the developmental stages. Card Carrying Democrat membership cards have been ordered. Fundraising. Amy Gibson emphasized that the Auction will be held on October 23 at the DAC from 4:00 to 8:00 p.m. There will be a silent and a live auction. Help is needed with publicity, technology, and other tasks. Contact Mark Cherniak at 343-4432 or mark@elaw.org. Tickets cost $75 per seat. Peace Rally. Dean Mordhorst and Betsy Steffensen outlined the details for a march and rally to stop the Iraq war on September 24. The DPLC Executive Committee (EC) endorsed underwriting advertising for the event in the Register-Guard at a cost of about $1,250. Donations of about $300 were requested to cover the DPLC expense. Other groups are funding advertising in the Eugene Weekly. Rep. Peter DeFazio and State Rep. Paul Holvey will be speaking. The DPLC will have a booth, and volunteers are needed for many tasks. Jeree Anderson has a pdf file of the advertisement. Platform and Resolution. George Grier introduced several members of his committee who are working on the draft of the DPLC core values to outline what it means to be a Democrat in Lane County. This will be a civic-minded approach to the common good. Copies of the draft were available. Members present were Stu Adler, Steven Anderson, Todd Huffman, David Skillman, Chris Edwards, and Mike Biglan. Three women are also members of the committee. This document will be brought before the body at the Platform Convention. The document adopted at the Convention will be forwarded to the Democratic of Party Oregon (DPO) Platform Convention along with platforms from other Oregon counties. Community Action. Barbara Rose asked the volunteers at the DPLC booth at the Lane County Fair to stand up. She thanked the legislators for their participation at the DPLC booth. We had income of $706.10 and a booth expense of $870. The Eugene Celebration Parade theme is “Live on Broadway.” Rep. Peter DeFazio pays for the entry, and the DPLC joins in. If you want to walk in the parade, sign up and meet at 8:30 on October 1 at 10th and Mill. The DPLC booth will also need volunteers on Saturday and Sunday. Pat Reilly listed the volunteers at the Leaburg Festival: Jaclyn Giddings, Bob Neilsen, Ray Eveland, Mike Reilly, and Pat and Carleen Reilly. Ron and Dorthy Craig helped set up the booth. More than $40 were made in profits. Pat Reilly thanked the volunteers at the Oregon State Fair DPO booth: Bruce and Barbara Rose, Mike Richardson, Dianne Davis, Sara Webb, Annette Woodmark, Mary Lou and Frank Vignola, Mike and Dawn Danielson, and Pat and Carleen Reilly. Announcement. Val announced that Paul Holvey has been coordinating Hurricane Relief drop sites. You can see Val or Terri Holvey if you have a contribution. Minutes. A motion was made and seconded to approve the July 13 minutes. Motion carried. Resolution. Ron Burley presented his resignation as Publicity Chair, but it was rejected. Ron presented a resolution to the CC to allow all statewide candidate fair and equal access to forums during the primary election. It was noted that a resolution must be confirmed by two thirds of PCPs present in the absence of prior notification of the body by 25 days. Ron read the resolution, and a motion and second were made. Floyd Prozanski offered amendments that were seconded. His amendments were accepted. Comments pro and con were offered. Chris Matson made a motion to refer this to the Platform and Resolution Committee; motion seconded. The motion to end debate carried, and the motion to refer failed with 14 in favor and 27 opposed. Chris recommended that the candidates be limited to Democrats. This recommendation was accepted. Tina Batori called for the question to end debate, which was seconded and carried. The amended resolution carried with 35 votes in favor. Val will hand deliver the resolution to Jim Edmunson. The adopted resolution reads as follows. A RESOLUTION SUPPORTING FAIR AND EQUAL ACCESS DURING THE PRIMARY ELECTION PROCESS WHEREAS, the Democratic Party of Lane County is in favor of a fair, impartial and equitable Primary Election process, NOW, THEREFORE, be it resolved that the Democratic Party of Lane County supports equal access for all declared, and legally qualified, statewide Democratic candidates to address Democratic Party of Oregon at sponsored candidate forums or events during the primary election process. APPROVED AT EUGENE BY THE CENTRAL COMMITTEE, 15 SEPTEMBER 2005.
